Template:Tl is used to display a category name as a link to the category. It is a companion to {{tl{{#if:||{{{2}}}}}{{#if:||{{{3}}}}}{{#if:||{{{4}}}}}{{#if:||etc.}}}}, which serves the same purpose for templates.
